Dr. Halpern, a graduate of the University of Pennsylvania and Georgetown University School of Medicine, is board certified in Cardiology and is a Fellow of the American College of Cardiology. He holds dual academic appointments of Clinical Associate Professor of Medicine and Family Practice at the University of California, San Francisco.

Dr. Halpern has ten years experience on the physicians’ board of a successful HMO, including two and one-half years as president, where he was intimately involved with and responsible for determination of health care policies. His administration was instrumental in creating the infrastructure for the development of fiscally responsible managed health care.

During his tenure, Dr. Halpern became keenly aware of the inadequacies of health care delivery. He recognized that telecommunications, employing appropriate interactive tools, could offer a viable solution to this problem. To achieve the goals of accessibility, affordability, and portability of health care, Dr. Halpern founded MedStream TeleCommunications, Inc. in 1995.
