Stephen Halpern, M.D.

Dr. Halpern, a graduate of the
University of Pennsylvania and Georgetown University School
of Medicine, is board certified in Cardiology and is a Fellow
of the American College of Cardiology. He holds dual academic
appointments of Clinical Associate Professor of Medicine and
Family Practice at the University of California, San Francisco.
Dr. Halpern has ten years experience on the physicians’
board of a successful HMO, including two and one-half years
as president, where he was intimately involved with and responsible
for determination of health care policies. His administration
was instrumental in creating the infrastructure for the development
of fiscally responsible managed health care.
During his tenure, Dr. Halpern became keenly aware of the
inadequacies of health care delivery. He recognized that telecommunications,
employing appropriate interactive tools, could offer a viable
solution to this problem. To achieve the goals of accessibility,
affordability, and portability of health care, Dr. Halpern
founded MedStream TeleCommunications, Inc. in 1995.

Richard Carvolth,
M.D.

Dr. Carvolth, a graduate of Dartmouth College
and Cornell University Medical College, is board certified
in Emergency Medicine and is a Fellow of the American College
of Emergency Medicine. He holds an academic appointment of
Assistant Clinical Professor of Medicine at the University
of California, San Francisco.
In addition to twenty years of clinical practice in a wide
variety of urban and rural settings, Dr. Carvolth has served
as Medical Director for numerous hospital, paramedical, governmental,
public, and private health care systems. He is Executive Vice
President and Medical Director of a large regional physician-staffing
group employing physicians, nurse practitioners, and physician
assistants in a variety of practice environments. He is known
nationally for his innovative work with paramedics in the
field of Emergency Medical Services.
Dr. Carvolth’s extensive experience in the design,
operation, and management of medical delivery systems has
proven invaluable in transforming MedStream’s vision
into reality.

Gary Comstock, M.D.

Dr. Comstock, a graduate of the University
of California, Davis, and George Washington University School
of Medicine, is board certified in Obstetrics and Gynecology
and is a Fellow of the American College of ObGyn. He holds
an academic appointment of Clinical Assistant Professor of
Obstetrics and Gynecology at the University of California,
San Francisco.
While in private practice, Dr. Comstock has been a member
of the boards of directors of two large and highly successful
physicians’ groups encompassing 700 physicians in Northern
California. In addition, he serves on the medical advisory
board of a freestanding outpatient surgery center. Recently,
Dr. Comstock organized over 200 specialist physicians and
generated start-up funding to create a fully-capitated, multi-specialty
medical group, one of the first of its kind in the nation.
Dr. Comstock’s unique qualifications and expertise,
in combination with a strong clinical medical background,
bring a focused dimension to MedStream where he is responsible
for defining and developing new technologies complementary
with existing service and products.
